The 2021 CAREC "Ports and Logistics Scoping Study" analyzed maritime and land-based connectivity for landlocked Central Asian nations, focusing on key bottlenecks and infrastructure improvements. Key findings highlighted the need for upgraded infrastructure, improved port-hinterland connectivity, and increased cooperation to enhance efficiency at ports like Piraeus, Koper, and those on the Black/Baltic Seas.

Key Findings and Scope of the Study
Context: CAREC nations, mostly landlocked, rely on external, third-party country ports for maritime trade.

Infrastructure & Logistics: The study identified aging infrastructure causing low productivity, land accessibility gaps, and inefficiencies.

Scope: It covers major maritime gateways, including:

Baltic Corridor: Gdańsk (Poland), Riga (Latvia), Klaipeda (Lithuania), and Saint Petersburg (Russia).

Mediterranean/Black Sea: Istanbul, Mersin (Turkey), Piraeus (Greece), Koper (Slovenia), and regional ports like Constanta (Romania).

Objectives: The study aimed to identify necessary, collaborative, and, at times, urgent improvements in the logistics and transport sector to enhance regional trade. 

Key Regional Developments

Investment: A $300 million investment was highlighted for improving cross-border services and infrastructure at locations such as Torkham, Chaman, and Wagah.

Future Outlook: Pakistan is identified as a potential hub, connecting landlocked Central Asian nations to Southeast Asia and the Middle East.

Development Partners: The study was conducted with input from the CAREC Transport Sector Coordination Committee and included field studies in Uzbekistan, Azerbaijan, Georgia, Pakistan, and Kazakhstan.
