By Jamal Laadam April 13, 2022 Since the diplomatic tension started between Spain and the Kingdom of Morocco a year ago, the world’s attention has been focused on the visions of the row between Madrid and Rabat. Luckily, the leaders of the two states have never lost their strong interest in holding diplomacy discussions which are seen as the ultimate aspect of foreign affairs. On April 7th, His Majesty King Mohamed VI, met his Spanish counterpart Pedro Sanchez, Prime Minister of Spain. During the one-day talks in Rabat, The kingdom of Morocco and Spain achieved a consensus on some issues followed by a constructive agreement. In diplomacy, “compromise ” signifies the accepted framework in which the settlement of disputes towards negotiation is only the rational way. Moroccan Newsmedia stated that both parties held honest, efficient, and constructive discussions on Morocco-Spain migration, strategic cooperation, and security issues, sharing that mutual respect and stable economic and friendship relations are very important to the two states and should be devoted to solving relevant economic and migration concerns via dialogue and discussion. To that end, the two governments agreed to put a communication mechanism and sustain close interactions. In effect, the Spanish position on the autonomy initiative proposed by Morocco in 2007, is historical and unprecedented and indicates a major boom by Moroccan diplomacy on an inaccessible and intractable fence that was an obstacle to the development of a realistic political settlement in the Moroccan Sahara dispute following Morocco’s top national interest and territorial respect. Regarding the new phase that was launched between the Kingdom of Morocco and Spain, former president Zapatero pointed out that “it is a positive message oriented to the world at this stage marked by a serious crisis,” illustrating that the new roadmap for strategic bilateral relations should be based on “pillars that unite the two friendly states, such as mutual respect.” friendship, clandestine issues, cross-border crime, and cooperation. True, The significant visit of the Spanish Prime Minister to Morocco stands for four main and clear aspects, the first which is Moroccan Government was able to convince the international community that the Moroccan Sahara was truly a part of its territorial sovereignty and meanwhile the Spanish position was an outcome of the wise strategic and diplomatic efforts launched by Moroccan King Mohamed VI since its ascension to the throne in 1991. Secondly, it refers to the Moroccan-American-Israeli cooperation that confused the calculations of several Western governments who believed that Morocco’s foreign policy could be easily changed. The Moroccan diplomatic and political positioning made it significant regional power which is become an effective and influential actor in the MENA region. Thirdly, Sanchez’s visit appreciates the security responsibilities that Morocco plays to European borders in general and Spain in particular, and the issues of illegal migration and economic necessities have accelerated the great transformation of Spanish diplomacy towards the Kingdom on the scope of building a strategic partnership based on a win-win situation. Finally, the Spanish Prime Minister’s trip to Rabat can be précised in the current diplomatic and political stances of international society towards supporting the Moroccan Autonomy Plan over Moroccan Sahara, as it is a clear statement of the failure of Algerian diplomacy to undermine Morocco’s foreign policy through convincing Westerners to support it For secession, this was seen significantly in the decline of states that recognize the delusional entity. Accordingly, it’s rational to see the Kingdom of Morocco and Spain’s diplomatic talks as a reflection of traditional diplomacy that reflects negotiation, friendship, and compromise. At first, the Spanish foreign minister has said that the outcome is in line with the global anticipation, for it is factual to presume all migration-related issues between the two regional powers to be solved in one round of talks. Due to this, the positive end of the diplomatic talks concluded on April 7th is the profitable protocol between the Kingdom of Morocco and Madrid. Indeed, this is all the more reason why the softening talks at the one-day meeting are welcome: it paves the way for future discussion and negotiation between the two states so they can work out beneficial incentives based on strategic partnership and shared benefits. Given the Spanish domestic opinion, there is still an optimistic mood about long-term cooperation on security and migration between the Kingdom of Morocco and Spain, even regarding some short-term difficulties between the two on the issue of borders. For example, at the first Rabat-Madrid High Diplomatic visit, Pedro Sanchez, Prime Minister of Spain remarked that despite the disputes at the moment, the Spanish Government. has a long-standing relationship with Morocco and the recent politics would not detriment that because it’s a political situation. To that extent, the Kingdom of Morocco is now a rising country, but meanwhile, it is a regional power as well. Due to this, what supports Morocco in the diplomatic discussions is neither the ideology nor hard power, but the reality and the type of fairness in terms of legitimacy. Yet, the relationship between the North and the South, symbolized through Spain and Morocco, has a vital charisma, and this relationship must enter a phase of consolidating and enhancing friendship and cooperation, as should be the case between the two states, highlighting that the Kingdom of Morocco and Spain can work together to give more comprehensive and strategic dimension on their ties, by supporting the multilateral partnership within the concept of South-South cooperation. To conclude, This new diplomatic phase of relations between the Kingdom of Morocco and Spain will acknowledge the deepening and bolstering of the high spirit of strategic cooperation and mutual understanding in a comprehensive world in which Morocco is of great importance to Spain, just as Spain is no less important to Morocco.”
