Secret security pact
 
The Somaliland Minister for Home Affairs, Mohamed Abdi Gabose, who was a member of the delegation accompanying President Ahmed Mohamed Mahamoud known as Silanyo on his recent official visit to Ethiopia, had a long meeting in Addis Ababa on 19 November with the Ethiopian Minister for Federal Affairs, Shiferaw Teklemariam Its main stipulation is that the two ministers will have regular telephone contacts and at least one meeting a month on security issues. According to this pact, Hargeisa undertakes to hand any members of the Oromo Liberation Front (OLF) or the Ogaden National Liberation Front (ONLF) entering Somaliland over to the Ethiopian authorities. Addis Ababa, for its part, will do likewise if any groups try to destabilise Somaliland from Ethiopia.

Hargeisa also undertook to send the thousands of Oromo and Amhara Ethiopian immigrants that have fled to Somaliland back to Ethiopia within five years. Furthermore, the two ministers considered that Puntland and Somaliland should combine their efforts in fighting the Al Shabaab Islamic and the Mohamed Saïd "Atom" (ION 1297) terrorist groups. Finally, Ethiopia will provide Somaliland with military equipment to improve its defence capabilities and the two countries will hold joint military exercises every two years.
