The Sudanese government in Khartoum is deliberately weakening Southern
Sudan’s economy ahead of the January 2010 southern independence referendum
by paying Southern Sudan its share of oil revenue in local currency,
according to Southern Sudanese Economic Minister David Deng Athorbei,
Africaasia.com reported Aug. 23. Athorbei said since July, the Sudanese
Central Bank has been blocking foreign-currency payments to Southern Sudan
in violation of the peace agreement, and has instead paid in Sudanese
pounds. Athorbei said Southern Sudan is struggling to meet foreign exchange
requirements and provide local banks with hard currency, and that Southern
Sudanese President Salva Kiir has written to Sudanese President Omar
al-Bashir asking him to reverse the action. Athorbei added the Sudanese
pound has fallen in value from 2.43 per dollar during the week of Aug. 15 to
3.10.
