Chad: 12th CEN-SAD summit begins

*Community of Sahelo-Saharan States* - The 12th summit of heads of state and
government from countries of the Community of Sahelo-Saharan States
(CEN-SAD) began on Thursday in the Chadian capital, N'Djamena, with reform
of the sub- regional body's structures high on the agenda.

The leaders will discuss the reforms of the organisation to help it take up
the challenges member countries are facing by enabling them to achieve
integration as well as exploiting their potentials for the benefit of
populations, according to official sources.

The summit will also look at the impact of CEN-SAD on the African and
international scenes and how to promote economic, social and cultural
development for member countries through practical programmes and projects.

The summit will examine the implementation of the Tripoli Declaration and
Action Plan relating to peace and security in Africa adopted during the
special summit on the resolution of conflicts in Africa in August 2009, as
well as the Sirte Declaration of 9 September 1999 devoted to the
consolidation of peace and security in CEN-SAD countries.

CEN-SAD leaders will also attempt to harmonize their positions on the eve of
the 15th African Union summit to be held in Uganda, which will focus on the
transformation of the Commission into an Authority of the Union towards the
setting up of the United States of Africa, according to the sources.

Thirteen leaders from CEN-SAD member countries are present in N'Djamena.

They are the Libyan leader Mouamar Kadhafi, president Idriss Deby of Chad,
president Omar Hassan El-Bashir of Sudan, president Cherif Cheikh Ahmed of
Somalia, president Abdallah Sambi of Comoros, president Amadou Toumani Toure
of Mali, president Yayi Bony of Benin, president Isaias Afewerki of Eritrea,
president Fradique De Menezes of Sao Tome, president Abdoulaye Wade of
Senegal, president Francois Bozize of the central African Republic,
president Faure Gnassingbe of Togo and president Blaise Compaore of Burkina
Faso.

CEN-SAD, which is made up of 28 countries, was set up on 4 February 1998
following a summit initiated by the Libyan leader with Mali, Chad, Niger,
Sudan and Burkina Faso in attendance.
