Asmara, 16 April 2009 - The regular meeting of the Eritrean Cabinet of
Ministers, Regional Administrators and Operation Zone Commanders was
conducted today here in the capital.

The meeting heard reports presented by all the regional Administrators
regarding the implementation of development programs undertaken and the
outcome over the first quarter of 2009 aimed at reinforcing the national
development drive.

In their respective reports, the Administrators outlined in detail the
preparations being made to expand modern agricultural infrastructure and
enhance the introduction of strategic crops through drawing valuable lesson
from past experience.

The tripartite meeting took note of the extent and scope of the existing
land fit for cultivation in each administrative region, the preparations
made before the onset of the rainy season and the land under cultivation
through irrigation, in addition to the construction of micro-dams and water
diversion schemes, as well as the digging of wells, among others.

In discussion it conducted focusing on efforts to achieve food security; the
meeting stressed the need for introducing agricultural schemes that do not
rely on rainfall and stepping up endeavors to this end. Moreover, it put
forth additional ideas towards boosting overall agricultural output.

Emphasizing that the task of ensuring food security is the priority of
priorities, the meeting underlined the significance of raising people's
preoccupation with this program and making optimum use of available farmland
with the potential of sufficient moisture. It further underscored the need
of making judicious use of the reserved agricultural output up to the next
harvest season, and called on the administrative regions to effectively
implement their respective action program for 2009 through coordinating
available resources, manpower and facilities.

The meeting of the Ministerial Cabinet, Regional Administrators and
Operation Zone Commander also agreed to enhance continued endeavors towards
coping with natural challenges and other climatic changes irrespective of
possible variations in the pattern of rainfall.

Speaking at the closing session, President Isaias Afwerki underlined the
need for putting in place all-round agricultural infrastructure and mapping
out comprehensive work programs so as to avoid undue dependence on rainfall
and overcome the effects of recurrent drought in the implementation of
development programs, especially that of agricultural plans and projects.

In this respect, he emphasized that priority attention should be given to
making the necessary preparations in efforts to achieve food security,
control wastage in consumption, promote agricultural investment on the basis
of geographical potentialities and priorities, boost domestic production
through expanding irrigation schemes, and above all apply economical
utilization and control of fuel resource taking into account the ever
changing and rising phenomenon as regards this commodity.

President Isaias went on to underscore the need to draw up concrete
timetable for the effective implementation of the envisaged development
programs and reinforce organizational capacity that involve the active
participation of the population and members of the Defense Force. In this
connection, he noted the paramount importance of applying efficient
management and control of water resource. Furthermore, the President
highlighted the need for issuing the necessary guidelines that would
strengthen the tradition of mutual care, donation and contribution on the
part of Eritrean nationals residing abroad.
