Ambassador Kim Sook of the Republic of Korea has been appointed the Chair
of the Sanctions Committee for Somalia and Eritrea, replacing Ambassador
Hardeep Singh Puri of India. Pakistan and Togo are also appointed
Vice-Chairs of the Sanctions Committee.

*Missing Monitoring Group Report*

On 25 July 2012 the Security Council extended the mandate of the UN panel
of experts monitoring compliance with the embargoes on the delivery of
weapons and military equipment to Somalia and Eritrea until 25 August 2013.

31 December 2012 was the deadline for the monitoring group for Somalia and
Eritrea to submit its annual report on Eritrea. Ambassador Hardeep Singh
Puri submitted the last annual report (for 2011), of the monitoring to the
UNSG, on 4 January 2012. Thus far there hasn’t been an indication of the
2012 annual report for Eritrea.

Amb. Hardeep Singh Puri completed his mandate on 31 December 2012. However,
due to “the strategic review process for Somalia” the UN Secretary General,
Ban Ki Moon, asked for the Committees reporting mandate for Somalia to be
extended from 31 December 2012 to 31 January 2013. The Secretary General
wrote:

“Given this delay, I would like to request an extension to report to the
Security Council on the conclusions of the Strategic Review process until
31 January 2013. This would also entail a postponement of my regular
progress report on Somalia until the same date, in order to provide a
comprehensive assessment of the situation in the country at the same time
as my recommendations on the future of the United Nations presence in the
country. “

The UNSC – which was also presided by Amb. Hardeep Singh Puri – complied
with the request:

“The members have taken note of the request contained in your letter that
the time frame for the issuance of the report be extended, and they look
forward to the submission of the report by 31 January 2013.”

Although there is no mention of Eritrea in the extension request, as it is
made pursuant to resolution 2067 (2012), thus far the only explanation
available is the extension for reporting on Somalia may have also extended
the reporting on Eritrea until 31 January 2013. (No evidence for reporting
date change were found)

On 8 November 2012, the Chair of the Sanctions Committee for Somalia and
Eritrea, Amb. Hardeep Singh Puri briefed the Security Council in closed
doors. Perusing that date there has not been a mention of Eritrea in
relation to sanctions at the UNSC.
